SCIRP's Open Journal of Modern Linguistics (OJML)

Scientific Research Publishing Inc. (SCIRP) has a long established reputation as a predatory publisher. Although I am unschooled, unpublished, and uneducated in linguistics, its Open Journal of Modern Linguistics (OJML) keeps "approaching for your attention [i]n light of your contribution in the field." SCIRP obtained its ISSN in 2011, with a United States registration.

The "Honorary Editorial Board" shown on the website consists of "Prof. Wayne A. Davis, Georgetown University, USA, and Prof. Mineharu Nakayama, The Ohio State University, USA."

SCIREA Journal of Sociology

SCIREA is an opaque publisher that does not reveal its location and staff. Its website describes the SCIREA Journal of Sociology as "an international, scientific peer-reviewed open access journal published online by SCIREA" and promises publication within approximately 25 days of submission. It accomplishes this feat without a named editor-in-chief. The listings for the "editorial board" go on and on, surpassing 1,000 members apparently motivated to write instant reports by "vouchers entitling them to a discount on the APC [author publishing charge of $330 as of April 30, 2021] of their next publication in any SCIREA journal, in appreciation of the work done." 

The first four (of 21) U.S. members of the bloated editorial board are said to be such luminaries in the discipline of sociology as:

The "Instructions for Authors" begin with the heading "Subscribe for Interminable Submissions." That sounds ominous. The instructions contain these "Open Science Policy Guide Lines to Submit the Manuscript: The absolute prototype for manuscript is originality, high scientific quality and interest to a multidisciplinary audience." I cannot say whether the journal's articles fit this absolute protoype. The website crashed when I tried accessing them.

The International Journals from the House in Mesa, Arizona

Today's possible scam came not as an email, but as an inane comment on a recent posting on this blog. The commenter, calling himself "Smith," wrote that "[a] journal is a compilation of papers written on a daily basis throughout the year (much like a magazine)" and gave a link to IJMRS.com.

IJMRS is the acronym for International Journal of Multidisciplinary Studies and Research. This journal is one of a series covering every imaginable subject. All have the same editor-in-chief, Steven Sayasy. All have the same address, 1809 S Citrus Cove, Mesa, Arizona 85204. That's a recently purchased five-bedroom house in a Phoenix suburb. The Sayasy-edited and published journals that popped up in a quick search are IJMRS, IJSSHR (International Journal of Social Science and Humanities Research), and the improbably named JOMAAR (Journal of Management and Architecture Research).

JOMAAR is amazing. In less than three years, it has become "the longest-standing, constantly-published, worldwide-referred publication on architecture, based in the USA." Indeed, "[i]ts unique thematic issues contribute to the confrontation of scholarly perspectives on unnoticed setbacks – a must-read for faculties, doctoral and graduate students, in addition to for architects and the universal intellectual audience."

The title of its latest article reads as if it were written by a random word generator. The article is "The Performance That Observation Potboiler in Weakness Manufacture An Redundancy Effigy for the Consideration of Weakness" by Professor Shadowy Lings and  Dr. Luis Easton.

Who is the intrepid editor-in-chief for the universal intellectual audience? In a word, a salesman. Steven Sayasy of 1809 Citrus Cove is the registered agent, organizer, and principal of Rapid Purchases, LLC. The company engages in "Real Estate and Rental and Leasing Other Activities Related to Real Estate." According to Bizapedia, that is not all. Mr. Sayasy is the sole principal of Farkal LLC, which offers "Professional, Scientific, and Technical Services Other Computer Related Services." On Linked In, he describes himself as "President at Farkal" and lists two other current activities -- "Licensed Realtor" with the Realty ONE Group and "Digital Marketing Nerd" with Exaalgia LLC. He puts his best foot forward:

My 10+ years of experience revolves around customer service, sales, and management. I have dedicated my efforts to learning these skills and mastering them to the best of my ability.

Comparable skills in academic research and writing are not mentioned. There are no reported publications or even a four-year college degree. Mr. Sayasa's education culminated in an associate's degree from Hamilton College in upstate New York.

Oh, by the way, the "Smith" IJMRS blog coaches students on how to submit plagiarized term papers without getting caught.

Frontiers in Medical Case Reports wants the "medical fraternity to synchronize their knowledge"

This Frontiers journal seems to be intertwined with the Archives of Medical and Clinical Research. Both have domains (in this case, jmedicalcasereports.org) registered to "Organization: Ubitech Solutions; Kind: individual; Mailing Address: Madhya Pradesh, India." Both have the same guidelines for authors. Both have mostly the same editors.

The About Us and home pages indicate that this is not a journal to turn to for English language editing. It advises us that its purpose "is to enhance the field by offering new basic and clinical research with highlighting on knowledge that will motivation the way medical treatments are practiced." The About Us also page condemns "ethical malpractices" and has this to say about "Human and Animal Rights":

Contingent upon the idea of the in regards to investigate, manuscripts submitted ... should contain an statement such that the unsettling legitimately restricting ethical guidelines have been met. Authors are needed to check if any of the beneath explanations applies ....
All human investigations should express that they have been affirmed by the ethics committee and have accordingly been acted as per the ethical guidelines set down in the 1964 Declaration of Helsinki. ...

The email, which does not comply with the US CAN-SPAM Act is written in a similar style.

The Current Journal of Applied Science and Technology (previously the British Journal of Applied Science & Technology), is "is dedicated to publish." The website (https://www.journalcjast.com/index.php/CJAST/about) explains in a "disclaimer" that

As per the recommendation of different reputed indexing organizations and following the requests of researchers and editors, title of this journal has been changed. ‘British Journal of Applied Science & Technology’ continued as ‘Current Journal of Applied Science and Technology'. This international journal has no connection with any scholarly society or association or any specific geographic location or any country (like USA, UK, Germany, etc). This is an independent journal run by SCIENCEDOMAIN international. Apparently, the "British Journal" ran into trade name problems. As with other SDI journals, the contact page identifies the publisher as Ms. M. B. Mondal, Ph.D., and the London "branch office" is rented from an office-address provider.

SCIREA Journal of Mathematics

SCIREA is an opaque publisher that does not reveal its location and staff. Its website describes the SCIREA Journal of Mathematics as "an international, scientific peer-reviewed open access journal published online by SCIREA" and promises publication within approximately 25 days of submission. It accomplishes this feat without a named editor-in-chief. The listings for the "editorial board" go on and on, surpassing 1,000 members apparently motivated to write instant reports by "vouchers entitling them to a discount on the APC [author publishing charge of $330 as of April 11, 2021] of their next publication in any SCIREA journal, in appreciation of the work done."

The "Instructions for Authors" contain these "Open Science Policy Guide Lines to Submit the Manuscript: The absolute prototype for manuscript is originality, high scientific quality and interest to a multidisciplinary audience." Among these works for a multidisciplinary audience are "On Еc-(δ-ßc)-Compact Spaces and Еc-(δ-ßc)-Separation Axioms" and "The Structure of Groups GL(3,F)."

The "issues" of the journal are often single articles. The abstract of one such 14-page article on "The So-called Seqed and Scientific cradle of the angle θ in ancient Egypt" (vol. 3, issue 2, April 24, 2018) begins:

Science is a matter of asking for information by specifying the difference between fact and opinion. Fact in a scientific context is a generally accepted reality, but still open to scientific inquiry, as opposed to an absolute truth, which is not a part of science. The hypotheses and theories are generally based on objective inferences, unlike opinions, which are generally based on subjective influences. Therefore and hence we can say ‘the facts versus the opinions’.

Archives of Medical and Clinical Research is entrenched to create a platform

The Archives of Medical and Clinical Research is another website with no recognizable publisher. Its spam violates the CAN-SPAM Act. The domain name jamcr.net shown in its email is registered to Domains By Proxy. The website's contact page gives no physical address--only a pair of URLs (amcr.editor@gmail.com and editor@jamcr.org). That's better than a fake address, though.

Digging deeper, one can find that the last domain name was created a few months ago (January 11, 2021) and registered to:

What about the journal itself? It has no ISSN listed. It has no editor-in-chief (or, if it does, it does not reveal who he or she is).

The Author Guidelines appear to be plagiarized. They are practically identical to those on Frontiers in Medical Case Reports, 4-73, S. Lingotum, Choutuppal, Hyderabad, Andhrapradesh, India 508252.  Both start and end as follows (with identical text that I won't bother to reproduce the text sandwiched in between):

The "Not-profit" Knowledge Empowerment Foundation (KEMFO) Sells "Self Book Publication"

Knowledge Empowerment Foundation's spam and website emphasize that the organization is "registered by Govt. of India (Reg.no.E/11049/Rajkot)" as a non-profit NGO. It uses the domain name kemfo.org, which was registered by Namecheap.com in 2018.

KEMFO is not an open-access publisher. To the contrary, it demands that authors assign their copyright to it on the absurd theory that this benefits authors because it lets this Rajkot firm "negotiate subsidiary licenses to database aggregators and document supply companies, and allows for permission to be given in reproducing articles in books, for library loans, for electronic reserve,etc. in an efficient manner."

The website has a tab for "journal" that led nowhere as of 3/1/21. Within a month, there were four online journals with one or two issues each. A "book store" is stocked with four books costing between $45 and $200. The $200 ones are Why Gesiti? and Why Gesiti 4.0.

The trustees of the foundation are Sharadchandra Jamnadas Mehta, Hasmeetaben Sharadchandra Mehta, Tushar Sharadchandra Mehta, and Gitaben Tusharbhai Mehta.

UPDATE of 4/4/21

Trustee Tushar Mehta wrote me asking "May I know what is illegit or flaky about our foundation or its activity ?" I hope readers understand that the entry for a journal or publisher on this blog is not necessarily an accusation of illegal conduct or even mere flakiness. The blog is a response to the massive quantity of spam solicitations sent to academics. Before going into print, scholars need to separate the wheat from the chaff, as the quality of both bona fide and wannabe publishers varies. Unfortunately, the emails from many publishers and conference organizers do not inspire confidence about their level of quality control and practices for quality assurance.

The Cambridge English dictionary defines "flaky" as "behaving in a way that is strange, not responsible or not expected." To decide whether the Mehtas' foundation is behaving that way, readers may want to check the unsolicited spam for the elements of an "unfair or deceptive act or practice" as defined in Section 5(a) of the CAN-SPAM Act of 2003, 15 U.S.C. § 7704(a), to ask whether claims of rigorous peer review by multiple, expert reviewers "usually completed within 15 days of the article's submission" (Analytical Chemistry International Author Guidelines, p. 3) are plausible, to consider whether defining plagiarism as "... or falsification of research results" (ibid., p. 1), is strange, to wonder whether a new publisher can truly claim to have "developed a strong reputation," et cetera.

Fake Website for the Real Scandia Journal

An email to "Dear !" with a request from "our esteemed journal" that is "so interested to invite you to submit any of your other new works to our journal" which "publishes original papers on researches in all fields of the human and natural sciences" set off the usual alarm bells. Nonetheless, Wikipedia reports that "Scandia is an academic journal for history which has been published since 1928, when it was established by the Swedish historian Lauritz Weibull (1873-1960). The journal, which has a Scandinavian scope, is, and has always been, affiliated with the Department of History at Lund University."

Although this stub could be planted and the expanded scope of the journal is, shall we say, ambitious for a history department, such a journal (with the full name of Scandia Tidskrift for Historisk Fornskning) is published at Lund University. Its inclusion in this blog is not meant to disparage it. I mention it in case any readers have more information to share about it.

UPDATE 3/13/21, 9:28 PM ET: "Smut Clyde" posted a comment pointing to the true URL for the journal, namely, https://journals.lub.lu.se/scandia. It remains "a historical journal dedicated to central themes of Nordic historical research." Clyde reports that the spam spoofed the university's email address. The URL for the journal provided in the spam's link (namely, http://scandia.lub.lu-se.org) leads to a fake website with images and design stolen from the university's. The point of this charade eludes me. Some kind of phishing? Maybe if one submits an article, a bill follows? I did not go that far!

From the General Coordinator of the Swiss Chinese Law Review Journal

I was not going to include the nascent Swiss Chinese Law Review in this blog because its spam and website suggest that it is aimed at practicing lawyers (as in the email's promise that "[y]our contribution will act as a business card"). Yet, the emails also speak of "academic submissions" and "great minds"; they invite "legal scholars from around the world to join"; the journal has instituted "peer review"; and the website calls it a "journal for legal academics." So finally, the spam from 张天泽 (Zhang Tianze) of the Swiss Chinese Law Association, with its frivolous claims of confidentiality and privilege, has spurred me action.

Mr. Zhang calls himself "a general coordinator of the Swiss Chinese Law Review Journal" -- among many other things. As a young Chinese lawyer, Mr. Zhang burst onto the scene with a couple of registered associations formed in Geneva. In 2018, he devised the "ILTIA International Law and Technology Interoperability Association," which is quite a mouthful. His profile there (https://iltia.org/profile/tianze-zhang/) reads as follows::

Tianze Zhang is the founder as well as the current president of ILTIA. He envisages the legal world would change more in the next 20 years than it has in the past two centuries while the institutions will try to preserve the problem to which they are the solution. He started to promote standardization of legal service since two years ago, when he started to work as a Chinese lawyer.
He founded ILTIA and dedicates to promote it as the most influencial non-profit organization on law and technology in the world. To achieve this, he focuses on the inclusive community building and development of core business. The members of the association share the passion and vision of impact of legal technology to tomorrow’s legal world, and they come from a variety of background [sic]. He promotes collaboration with law firms on improving their global innovation.
He works as a consultant at United Nations Office of Geneva. He is a Chinese lawyer in practise, with experience in the Land Dispute, International Dispute Resolution, Alternative Dispute Resolution, Private International Law and cyber security law. He received two bachelor degrees in the field of law and economics in China, a master in Law from University College London, an (equivalent) master degree in International Relations from Europe(Part-time). He was selected as a participant of the 70th Session of the International Law Seminar from over 305 applicants as well as one of 20 candidates for the annual International Summer School on regulation of local public services over from 800 applicants by Turin School of Local Regulations. He is also the founder of Chinaindex.org, an independent research project to promote the understanding between China and World.

All the ILTIA webpages have a DONATE button that leads to "donator details." For an individual membership fee of 80 Euros (reduced from 120), you can have such benefits as "Priority to be selected to join our conferences collaborated with partner institutions" and "Possible to apply for the @ILTIA.org email address," not to mention "Publish your articles on our website, and be included to our newsletter to our more than 30,000 global audiences." January 28, 2020, marked the first "Publication of International Journal of Law and Technology" as "the monthly journal of the leading review of the update of the global development of the law and technology." We can rest assured that this was "a great day of ILTIA as well as the development of the law and technology."

The Swiss Chinese Law Association (UID CHE-329.323.885) was registered at the end of April, 2019. "Currently, the people holding decision-making roles are Tianze Zhang (President), Devin Gautier ép. (Member and Secretary), and Yue Huang (Member and Cashier)." (https://business-monitor.ch/en/companies/998748-swiss-chinese-law-association-scla). Ms. Huang "currently works with IATA as a manager of aviation environment" (https://cnsla.org/product/sog7/).

The Flaky Academic Conferences blog displays some of the association's conference spam, although it may be a stretch to say that the meetings are being marketed as particularly academic as opposed to commercial and professional networking events.

The journal editors are "Jerry Guo (Chinese), Wei Jianan (Chinese) and David Dahlborn (English)." Not much information about them pops up in web searches. The About Us page of the journal identifies Wei Jianan as "LLM" and "an in-house legal counsel at Veolia." Mr. Guo is simply "LLM." Mr. Dahlborn is working toward his Ph.D. in history at Cambridge University.

The journal will be published bilingually in Chinese and English.

    As a general coordinator of the Swiss Chinese Law Review Journal, I am pleased to announce the Call for contributions: Arbitration and Trade Secrets (Deadline 31 January). The third issue of the Swiss Chinese Law Review Journal will feature analysis of trade secrets. The theme for this issue will be trade secrets. (For the Reports of the Global Forum on Trade Secrets, which held on Nov 2020, you are invited to download here).
    What is Intellectual Property all about? What is a trade secret? On 2016 the US passed the “Defend Trade Secrets Act”. In 2018, China passed the Anti Unfair Competition Law, and the EU Commission promulgated the Directive on Trade Secrets. What have these new regulations meant? How are trade secrets changing global development?
    What do trade secrets mean for labour law? Which best practices should apply to trade secrets? For example, what are the repercussion of knowing of a trade secret? Could it limit employees’ ability to leave their company, or raise costs of non-disclosure agreements?
    Intellectual property, meanwhile, is not an end in itself, but a tool to achieve certain objectives in the interest of the society. How to balance the public interest in the trade secret protection? Do trade secrets and intellectual property facilitate or stifle innovation? Have you seen clients benefit or lose out from their implementation?
    Most importantly, what have trade secrets meant for your work? Have you worked on cases that have changed the field, or indicated how the market has changed? How has your experience influenced the way you consider these questions?
    The Swiss Chinese Law Review Journal's motto and vision is to provide “critique for critical times”. We want contributors to provoke and widen the minds of our readers. Most importantly, we connect lawyers across international and cultural borders. Your contribution will act as a business card to our world-wide community of European and Chinese lawyers. We invite lawyers and legal scholars from around the world to join our growing network.
    We are welcoming contributions for featured articles of analysis, up to 4,000 words in length, or opinion columns of up to 1,000 words, addressing the questions above or related topics. We strongly encourage articles based on your personal experience of real cases and practical or theoretical dilemmas you have encountered in your professional work.
    We welcome your contributions, analyses of legal cases, best practice advice or personal experience on how to approach arbitration and trade secrets; from Brexit to Belt and Road, AI to IP, or Bitcoin-mining to windfarms.
    Please note that all contributions must be original pieces of work. If your draft has been published elsewhere, includes text that is copied without attributions or been only superficially altered, or is a re-worded version of a briefing document, it will be detected and your work will not be considered.
