Herbert Open Access Journals (HOAJ) "inspired ... to allure the word Herbert"

The website of Herbert Open Access Journals (HOAJ) presents no address but seems to have been composed by someone with unusual locution. For example, HOAJ's "editor guidelines" sputter that "Here it takes an induction to all the Editors with a minimum set of goals and responsibilities in order to follow primary instructions, Publication Ethics, to acquaint the policies and other integrated procedures." As for the "Herbert" in HOAJ, "Nobel Laureate, Herbert Charles Brown has inspired us to allure the word Herbert from his name."

Of the many journals, I confined my attention to the Journal of Medical Statistics and Informatics. Although it has been around since 2011, it is not indexed in MEDLINE. It appears to be unable to keep up with affiliations of some of its editors:

  • Co-editor-in-chief "Jimmy Efird, University of Newcastle, Australia" left that university over three years ago (according to his LinkedIn page). The current affiliation as shown on LinkedIn and in the American Statistical Association (ASA) directory is the Boston VA Cooperative Studies Program Coordinating Center. Dr. Efird (or at least his name) is affilated with other, clearly problematic publishers: Scientific Research Publishing (SCIRP) (editorial board, American Journal of Analytical Chemistry); Bentham Science, country editor, Current Pharmaceutical Design); SciTechnol, editorial board, International Journal of Cardiovascular Research).
  • Editorial board member "Sharon Marie Homan, University of North Texas Health Sciences Center USA" was an administrator and faculty member at UNT for three years. According to LinkedIn, that ended over seven years ago, in February 2016.

Juniper's Biometrics and Biostatistics Open Access Journal (BBOAJ)

Juniper Publishers reputedly produces nonsensical articles and plagiarized papers. Its mailing address in Irvine, California, is a "Professional Mail Address For Your Business" and "Mail Forwarding Services on request" from Same Day Virtual. Its scope is extraterrestrial--it wants to reach "the research community throughout the universe." Consistent with the publisher's desire "to offer the best in class," its Global Journal of Addiction and Rehabilitation Medicine included the infamous Dr. Olivia Doll--a pit bull with a concocted C.V. of canine research--on its editorial board.

Among its 75 journals is the Biostatistics and Biometrics Open Access Journal. BBOAJ "encourages in spreading the information and advances in assorted areas that are concerned with the application of i. Statistics ... And ii. Biometrics." (In case you did not know, it defines the former as "Responsible for the proper interpretation of scientific data generated in the biology, public health and other health sciences like biomedical sciences" and the latter as "Dealing with the measurable biological characteristics.")

I looked for information on the first two "Honorable Editors." I did not look into any of the (less honorable?) "Associate Editors." At the top of the list is Siquan Wang of "Columbia University USA." According to LinkedIn, Dr. Wang received his Ph.D. this year from Columbia's Mailman School of Public Health and has experience as a graduate teaching and research assistant and a summer intern at Morgan Stanley.

The second honorable editor is Ramalingam Shanmugam of "Texas State University USA"--an "Honorary Professor of International Studies in the School of Health Administration," the President of the San Antonio Chapter of the American Statistical Association (ASA), and a recent ASA Fellow. He is listed as an editor of one journal after another from publishers that have been criticized as fraudulent or predatory--Omics (fined $50,000,000 for deceptive practices), Scholarena (discussed on this blog), Kenkyu Group, and perhaps more

Contrary to what its home page suggests, BBOAJ is not indexed for MEDLINE and is not in the National Library of Medicine collection.

SCIRP's Open Journal of Statistics

Scientific Research Publishing Inc. (SCIRP) has a well established reputation -- as a predatory publisher. SCIRP journals have spammed me "as one of the top experts in the field" -- in fields in which I have no degrees, no publications, and no other presence. Although I have published in statistics journals, I doubt that the spam from its Open Journal of Statistics is based on any knowledge of the field.

The journal's understanding of the subject of experimental design is this:

Experimental design can be used at the point of the greatest leverage to reduce design costs by speeding up the design process, reducing late engineering design changes, and reducing product material and labor complexity. Designed Experiments are also powerful tools to achieve manufacturing cost savings by minimizing process variation and reducing rework, scrap, and the need for inspection.

Jyoti Academic Press

Does the world need another set of "international" journals that "may be downloaded/printed as many times without any charge"? Yes, Jyoti Academjc Press is yet another Indian open access journal, but you cannot download an article without submitting a form giving a name, email address, telephone number, etc. The domain name of this startup was registered in 2015 by Anurag Gupt, Spine Infoway (P) Lt, 3, Leader Road, Allahabad UP 211001 India, +91.9415305632, spineinfoway@gmail.com. The publisher's home page reveals that
Jyoti Academic Press is an institution with a distinction having a mission to empower the high level academic activities by utilizing every available opportunity. With a vast majority of skilled professionals it has molded itself in a way that fast dissemination cannot affect the quality of work.
Who publishes in journals advertised with such drivel? The first issue of the International Journal of Statistics: Advances in Theory and Applications has two articles (so far), both by US psychology professors (David Trafimow, New Mexico State University, and Rand Wilcox, University of Southern California).

Among the many names listed as editors of Research and Communications in Mathematics and Mathematical Sciences are three in the US: Zhuang-Dan Daniel Guan, Department of Mathematics, University of California at Riverside; Paul Thomas Young, Department of Mathematics, College of Charleston; and Hoda Bidkhori, MIT. A search turned up a Hoda Bidkhori who is an assistant professor in the industrial engineering department at the University of Pittsburgh (and who received her Ph.D. at MIT).

Bentham Science

Although the Bentham Science website promises "authentic peer review," Wikipedia (12/21/16) notes that
In 2009, the Bentham Open Science journal The Open Chemical Physics Journal published a study contending dust from the World Trade Center attacks contained "active nanothermite". Following publication, the journal's editor-in-chief Marie-Paule Pileni resigned stating, "They have printed the article without my authorization… I have written to Bentham, that I withdraw myself from all activities with them." ... In 2013, The Open Bioactive Compounds Journal was one of the journals that accepted an obviously bogus paper submitted as part of the Who's Afraid of Peer Review? sting. It has since been discontinued.

Demonstrating the journal's lack of knowledge about its referees, the same email, addressed to Dr. Kaye instead of Dr. DH Kaye, came to another address an hour earlier.

Current Drug Research Review asked me to be an executive guest editor. Again, no expertise. The email omits the identity and locale of the publisher, Bentham. A proxy hides the domain owner, but the email came from a server in Pakistan. As of 2019, the journal is indexed in Medline, which identifies it as located in the UAE.

An email from the Open Journal of Probability and Statistics (reproduced below) boasts of seven successful years of publication. No volume for 2015 is online. 2014 was a better year -- there was a grand total of one article.

A webpage (12/21/16) cites endorsements from six Nobel Laureates. Three are still alive. One, Ferid Murad, also is the president of allegedly "bogus" conferences connected to Bentham. For more critical comments, see

The "institute's" website gives an address of 3942 Tulane Avenue, Madison, WI 53714. Google Maps displays a nice residential neighborhood there. Md. Mamin Ullah also is Director (Publication and Production) for the Center for Promoting Ideas (CPI), 49, Senpara Parbata. In that capacity, he is one of the "key people" publishing another slew of flaky journals. His address as listed there is Mirpur-10, Dhaka-1216, Bangladesh.
