The "Not-profit" Knowledge Empowerment Foundation (KEMFO) Sells "Self Book Publication"

Knowledge Empowerment Foundation's spam and website emphasize that the organization is "registered by Govt. of India (Reg.no.E/11049/Rajkot)" as a non-profit NGO. It uses the domain name kemfo.org, which was registered by Namecheap.com in 2018.

KEMFO is not an open-access publisher. To the contrary, it demands that authors assign their copyright to it on the absurd theory that this benefits authors because it lets this Rajkot firm "negotiate subsidiary licenses to database aggregators and document supply companies, and allows for permission to be given in reproducing articles in books, for library loans, for electronic reserve,etc. in an efficient manner."

The website has a tab for "journal" that led nowhere as of 3/1/21. Within a month, there were four online journals with one or two issues each. A "book store" is stocked with four books costing between $45 and $200. The $200 ones are Why Gesiti? and Why Gesiti 4.0.

The trustees of the foundation are Sharadchandra Jamnadas Mehta, Hasmeetaben Sharadchandra Mehta, Tushar Sharadchandra Mehta, and Gitaben Tusharbhai Mehta.

UPDATE of 4/4/21

Trustee Tushar Mehta wrote me asking "May I know what is illegit or flaky about our foundation or its activity ?" I hope readers understand that the entry for a journal or publisher on this blog is not necessarily an accusation of illegal conduct or even mere flakiness. The blog is a response to the massive quantity of spam solicitations sent to academics. Before going into print, scholars need to separate the wheat from the chaff, as the quality of both bona fide and wannabe publishers varies. Unfortunately, the emails from many publishers and conference organizers do not inspire confidence about their level of quality control and practices for quality assurance.

The Cambridge English dictionary defines "flaky" as "behaving in a way that is strange, not responsible or not expected." To decide whether the Mehtas' foundation is behaving that way, readers may want to check the unsolicited spam for the elements of an "unfair or deceptive act or practice" as defined in Section 5(a) of the CAN-SPAM Act of 2003, 15 U.S.C. § 7704(a), to ask whether claims of rigorous peer review by multiple, expert reviewers "usually completed within 15 days of the article's submission" (Analytical Chemistry International Author Guidelines, p. 3) are plausible, to consider whether defining plagiarism as "... or falsification of research results" (ibid., p. 1), is strange, to wonder whether a new publisher can truly claim to have "developed a strong reputation," et cetera.

Knowledge Enterprises, Inc. (KEI Journals), the European Society of Medicine, and the Knowledge Empowerment Foundation

The emails from this "publisher to avoid" (Beall's list) have a personal touch -- if you happen to be "Dr. Dr. Kaye DH". But the people behind the domain are hidden, as DomainsByProxy registered the domain name. LinkedIn (7/2/18) has the following entry for Katerina Bielka, M.D., whose name is on most of the spam: anaesthesiology and intensive care, pain management, Ukraine, Medical Practice, Bogomolets National Medical University, Clinic "Boris", Kiyv city hospital #17.

UPDATE (5/3/18): Medical Research Archives' "confidential" spam now drops any mention of KEI. However, the domain for its email, medicalresearcharchives.com, is registered by GoDaddy.com to KEI Journals NA, 340 S Lemon Ave #7750, Walnut California 91789 US, +1.7632441130, f@zel.li. The address, which also appears in the strange confidentiality notice, is useful to many businesses who want to make it appear that they have a physical presence in California. Knowledge Enterprises Incorporated is a Minnesota Business Corporation (Domestic) filed on December 6, 2011. The company's filing status is listed as Active / In Good Standing and its File Number is 451950700027. The Registered Agent on file for this company is Dylan Fazel and is located at 3357 Aldrich Ave, Anoka, MN 55303. The company's principal address is 3357 Aldrich Ave, Anoka, MN 55303.

The Bizapedia entry also lists Mr. Fazel as "Chief Executive Officer, 340 S Lemon Ave #7750, Walnut, CA 91789." Some of the fonts in the emails are in the mso-fareast font family.

The signature line of the MRA email concludes with the following flourish: "NLM (PubMed) ID: 101668511." The National Library of Medicine catalog does indeed have such an ID number -- for a journal that is "[n]ot in the NLM Collection" and "[n]ot currently indexed for MEDLINE" because the articles were not "deposited in PubMed Central (PMC) in compliance with public access policies." (Thanks to Catherine Arnott Smith, an associate professor at the University of Wisconsin's Information School (?), for pointing out this deceptive practice and providing the NLM link in a comment below).

UPDATE (11/27/20): KEI seems have rebranded itself as the European Society of Medicine (discussed on the Flaky Conferences blog). The webpage "journals.ke-i.org" redirects traffic to "esmed.org/MRA/", and KEI's Medical Research Archives is now "The official general medicine journal of the European Society of Medicine." The acronym ESMED is plastered on the KEI pages. The quick link to the "Code Of Ethics" draws a blank. The address for "ESMED Journals" remains 340 S Lemon Ave #7750, Walnut CA 91789 USA, Phone: 612-524-5565, Email: office@ke-i.org. This "European" organization advertises "over 1200 open access articles" in six journals, including a "Quarterly Physics Review" and a "Journal of Economics and Banking." Not bad for a medical society.

UPDATE (3/1/21): KEI has created the "Knowledge Empowerment Foundation ... registered by Govt. of India (Reg.no.E/11049/Rajkot)." It uses the domain name kemfo.org, which was registered by Namecheap.com in 2018. It sells four books and has a tab named "journal" leading nowhere. Note: When updating this entry on KEMFO on 3/27/21 to its own, expanded entry, I was unable to document the connection I saw to KEI. Accordingly, the association should be regarded as tentative.

I was reading your article "The good - the bad - the ugly: the NAS report on strengthening forensic science in America." today and was pleasantly surprised when I noticed that you are at the same institution as Dr. Kariyawasam, who published an article in MRAJ a while back. Their article "Insights from the Whole Genome Sequence of Escherichia coli RS218 in Identifying Potential Virulence Traits Common to E. coli Causing Neonatal Meningitis and Other Extra-intestinal Diseases" was well Sent: [sic]
    received by our readership and I very much enjoyed working with them. I would be happy to send you a copy if you didn't already read it.
    I'm not sure if you are still working in this field but I thought you might be interested in composing an article for a special theme issue on forensic medicine research which I am organizing for next April. The issue will focus on research completed in the last year but will also include several review and commentary articles.
    Can we discuss this further?
