Multidisciplinary Digital Publishing Institute (MDPI) expect you reply

The website of the Multidisciplinary Digital Publishing Institute states (10/25/17) that

MDPI.com is a platform for peer-reviewed, scientific open-access journals operated by MDPI AG, based in Basel, Switzerland. Additional offices are located in Beijing and Wuhan (China) as well as in Barcelona (Spain).

However, the domain mdpi.com is registered to Perfect Privacy, LLC, of Jacksonville, Florida, making it hard to know who is really behind this megapublisher.

MDPI crows that

Our publishing activities are supported by more than 15,700 active scientists and academic editors on our journals' international editorial boards, including several Nobelists. More than 263,500 individual authors have already published with MDPI.

I guess it is better to have active rather than passive scientists working for you.The journals that attract these Nobelists have names such as Actuators, Algorithms, Axioms, Atoms, Animals, and Ads. Those are just a few of the ones that start with A. Alas, there are no entries for K, X, Y, and Z. W is for Water, and U is for Universe (and Urban Science). There is a Toxins and a Toxics, a Pharmaceuticals and a Pharmaceutics. Nevertheless, some MDPI journals may be sincere efforts to publish meaningful work. From 2010-2016, the editor in chief of Laws was Larry Gostin, a preeminent scholar of global public health law, and the journal includes some articles from mainstream law faculty, particularly in the health-law field.

If the emails to me are any indication, MDPI is scrounging for material by writing authors of articles appearing in bona fide journals whose titles suggest that they could prepare some related article for one of their journals. Indeed, they are even offering to waive publication charges for the recipients of their personalized spam.

Center for Academic Research (CAR)

The spam from the Center for Academic Research (CAR) resembles that from RIPK. Indeed, CAR promises even more impressive review and publication times, asking for manuscripts five days before publication. Its categorization of subject areas is interesting. "Business" is part of "business," Law is part of "accounting and marketing." And so on.

The owners of the domain ijssb.com are hidden, since the domain is registered to Domain AdminOrganization: Privacy Protect, LLC (PrivacyProtect.org). The webpages at ijssb.com list an editorial office at 45 Laburnum Grove, Portsmouth, PO2 0HQ, UK, and a branch office at Abohawa office road, Tangail, Bangladesh. Judging from the images on Google Maps, the building at the Portsmouth address is a residential townhouse.

Centre of Excellence for Scientific & Research Journalism (COES&RJ)

A conference organizer (Turkey, Malaysia, UAE, and China, many cancelled) and publisher of oddly organized journals, CIES&RJ pretends to have a US address (that belongs to a warehouse and is used by international scammers). The email I received (2/1/17) was for the "Journal of Social Sciences." The website refers to a "Journal of Law," but that link goes to the other journal. The only editorial board listed (2/1/17) is for the "Journal of Business and Management," whose editor-in-chief is Dr. Ra'ed (Mo'hd Taisir) Masa'deh, Dean: Faculty of Management, University of Jordan, Aqaba, Jordan.

The domain coesnrj.com was registered by GoDaddy.com for Nasir Shamsi, 10685-B Hazelhurst Dr. # 16258, Houston, Texas 77043 (the warehouse address), +1-281-407-7509, shamsipnp@hotmail.com. According to the About Us page of the center's website, the center is a Texas corporation with legal name COES&RJ, LLC (same telephone number) for which "the governing persons are: Mrs. Farhat Tabbasum [and] Mr. Nasir Ali Shamsi."

An email of 4/29/17 entitled "Call for Paper" for the COES Journal of Social Sciences came from editor.jss@centreofexcellence.net (no name). This journal now has an editorial board. The editor-in-chief is Nasir Ali Shamsi. Dr. Neda Khan (with no stated affiliation) is the editor. US members are Dr. Michael F. Shaughnessy, Eastern New Mexico University, and Dr. Neuvic Kalmar Malembanie, PhD., Howard University. Dr. Shaughnessy is a Professor of Special Education in the ENMU Educational Studies department. Dr. Malembanie's biography, written while he was working toward a Ph.D. in literature, is at https://papers.ssrn.com/abstract_id=2152666.

OMICS International

Horror stories abound. See Wikipedia | Australian Broadcasting Corp. | Beall ( 1 | 2) | Individuals: ( 1 | 2 ). In August 2016, the FTC charged the OMICS Group, its tentacles (iMedPub LLC and Conference Series LLC), and Managing Director and CEO Srinubabu Gedela, with multiple deceptive acts or practices. The website boasts "700+ leading-edge peer reviewed, Open Access Journals that operates with the help of 50,000+ Editorial Board Members and esteemed reviewers and 1000+ Scientific associations." If that is not enough, would you believe "more than 15 million readers" study these journals? It might take that many to decipher some of the articles. For example, the webpage of the Journal of Scientific and Industrial Metrology includes the "relevant topic" of electricity and magnetism, which is defined -- mind-numbingly -- as follows:
This article presents key ideas of power and attraction important to anaesthesia. Straightforward analogies are utilized to clarify current power and the activity of electronic parts in like manner utilization. The idea of electric and attractive fields is presented with samples of their handy application.
The description of the journal Lovotics is a tour de force of verbiage:

The World Wide Law Review does not pretend to be an academic journal, but the publisher, Al Global Media, portrays itself as a "dedicated network of writers, researchers, designers and industry insiders." Furthermore, WWLR claims "contributions from some of the greatest legal minds of our day" and "razor sharp editorial [sic] designed to educate, inform and, ultimately, inspire readers, making it an invaluable resource for anyone involved with or interested in the global legal market."

Herald Scholarly Open Access (HSOA)

Herald International Research Journals and Herald Scholarly Open Access are on Beall's list of "potential, possible, or probable predatory scholarly open-access publishers." The publisher's website (12/26/16) is consistent with this assessment. Despite a Virginia address, it has this mission statement:

We provide high-quality articles to the scientific community and we strive for your research improvement and distinguishment throughout the world.
We all could use some distinguishment, but if that is not enough, HSOA's vision includes "A Platform to highlight quality exploration work to the biggest possible swarm over development points secured under the field of medicine." One of its medical journals had a dog on its board of editors

Apex Journal International

"Research Publication at your finger tip" is the motto of this Nigerian publisher. Among its "key tenets" is a desire "[t]o publish the most exciting researches with respect to the subjects of our operating journal." The "operating journal" is open to "all aspects of biological, social, physical and agricultural sciences including art and education." When I clicked on two journals on 7/1/16, one had no editors, the other had two editors, and neither had any articles
