The "institute's" website gives an address of 3942 Tulane Avenue, Madison, WI 53714. Google Maps displays a nice residential neighborhood there. Md. Mamin Ullah also is Director (Publication and Production) for the Center for Promoting Ideas (CPI), 49, Senpara Parbata. In that capacity, he is one of the "key people" publishing another slew of flaky journals. His address as listed there is Mirpur-10, Dhaka-1216, Bangladesh.

This "American Review" has no named editor and a putative editorial board whose members are in Bulgaria, Russia, Kuwait, the Philippines, and Nigeria.

Journal of Law and Criminal Justice

Editor: Prof. Dr. Billy J. Long, is an Assistant Professor of Criminal Justice at Ferrum College. According to the journal's website, "He has published dozens of scholarly articles in corrections, policing, theory, and on myriad other topics such as illegal immigration, prostitution, and AIDS in prisons." Allied Academies' Journal of Forensic Genetics and Medicine

It appears that this North Carolina publisher is allied with the more notorious OMICS group. For example, its Journal of Forensic Genetics and Medicine uses the Los Angeles street address that is in OMICS' contact information; Beall's page has more on this association. (Update 11/1/17: Allied Academies' website now has an address of "40 Bloomsbury Way, Lower Ground Floor" in London. This address also is used by Pulsus -- an OMICS company.) It spams for conference speakers with absolutely no qualifications (such as the one sent to me, a lawyer, "because of your eminence in the diabetes").

As the emails of 11/23/16 and 6/13/17 show, Allied cannot even keep the names of its journals straight. It thinks its "confidential" advertising has "work product immunity," and it denies that its emailed promises and claims are "given or endorsed by the company."

After about a year of spamming for articles, the journal has an issue -- consisting of a single article that has nothing to do with forensic genetics and medicine. (It concludes that "For T2DM patients, clinicians has to recommend for testing hsCRP at regular intervals as a preventive measures to reduce morbidity and mortality due to complications like CVD and Stroke.")

ARC's website includes such remarks as "We vow for a quality peer review process"; "an ideal house of publications that accepts and promotes a creative research"; "a vehicle of research and education between the modern youth and the experienced, competent and qualified professionals through their intellectual awakening. It invites better than the best in all branches of knowledge" and "strives to become a fillip between the upcoming professionals, entrepreneurs, managers, administrators, scientists, technocrats, engineers etc."

The domain name is registered to GoDaddy's Domains By Proxy in Arizona, masking the names and location of any individuals. However, the website states that ARC is "[a]n ISO 9001:2008 Certified Company" with a convenient "pay online" feature for foreign and Indian authors alike. (ISO 9001:2008 is a quality management standard for businesses that has been superseded by ISO 90001:2015). But the domain used in what may been a phishing email of 12/14/17 is registered to "cve cve" with mailing address "shanghai, shanghai Shanghai 200000"and phone +86.1388888888, and email man2078@gmail.com.

UPDATE of 14 May 2020: The About Us page now states that ARC Publications is on a mission to "[i]ntellectualize the global scientific society" with "savvy and experienced academicians in all subjects that not at all like each other." According to the email, these "dexterous Editorial Board members" will get my manuscript published in ten days from submission. No wonder "ARC Publications also is the worldwide stage for conferences ... for specialists and learners on one hand and Academicians and smart characters of overall refinement and brightness on the other."
