LinkedIn (7/2/18) has the following entry for Katerina Bielka, M.D., whose name is on most of the spam: anaesthesiology and intensive care, pain management, Ukraine, Medical Practice, Bogomolets National Medical University, Clinic "Boris", Kiyv city hospital #17.
UPDATE (5/3/18): Medical Research Archives' "confidential" spam now drops any mention of KEI. However, the domain for its email, medicalresearcharchives.com, is registered by GoDaddy.com to KEI Journals NA, 340 S Lemon Ave #7750, Walnut California 91789 US, +1.7632441130, f@zel.li. The address, which also appears in the strange confidentiality notice, is useful to many businesses who want to make it appear that they have a physical presence in California. Knowledge Enterprises Incorporated is a Minnesota Business Corporation (Domestic) filed on December 6, 2011. The company's filing status is listed as Active / In Good Standing and its File Number is 451950700027. The Registered Agent on file for this company is Dylan Fazel and is located at 3357 Aldrich Ave, Anoka, MN 55303. The company's principal address is 3357 Aldrich Ave, Anoka, MN 55303.
The Bizapedia entry also lists Mr. Fazel as "Chief Executive Officer, 340 S Lemon Ave #7750, Walnut, CA 91789." Some of the fonts in the emails are in the mso-fareast font family.
The signature line of the MRA email concludes with the following flourish: "NLM (PubMed) ID: 101668511." The National Library of Medicine catalog does indeed have such an ID number -- for a journal that is "[n]ot in the NLM Collection" and "[n]ot currently indexed for MEDLINE" because the articles were not "deposited in PubMed Central (PMC) in compliance with public access policies." (Thanks to Catherine Arnott Smith, an associate professor at the University of Wisconsin's Information School (?), for pointing out this deceptive practice and providing the NLM link in a comment below).
UPDATE (11/27/20): KEI seems have rebranded itself as the European Society of Medicine (discussed on the Flaky Conferences blog). The webpage "journals.ke-i.org" redirects traffic to "esmed.org/MRA/", and KEI's Medical Research Archives is now "The official general medicine journal of the European Society of Medicine." The acronym ESMED is plastered on the KEI pages. The quick link to the "Code Of Ethics" draws a blank. The address for "ESMED Journals" remains 340 S Lemon Ave #7750, Walnut CA 91789 USA, Phone: 612-524-5565, Email: office@ke-i.org. This "European" organization advertises "over 1200 open access articles" in six journals, including a "Quarterly Physics Review" and a "Journal of Economics and Banking." Not bad for a medical society.
UPDATE (3/1/21): KEI has created the "Knowledge Empowerment Foundation ... registered by Govt. of India (Reg.no.E/11049/Rajkot)." It uses the domain name kemfo.org, which was registered by Namecheap.com in 2018. It sells four books and has a tab named "journal" leading nowhere. Note: When updating this entry on KEMFO on 3/27/21 to its own, expanded entry, I was unable to document the connection I saw to KEI. Accordingly, the association should be regarded as tentative.
